For cash and SNAP, to determine if the client cooperated by the end of the fiscal month after the first day benefits would have been available, do the following:

  • Determine the first date benefits would have been available. (See WAG 22-01-01-g or refer to the availability date listed on the SCHEDULE OF AUTHORIZATION DUE DATES AND AVAILABILITY DATES.)

If the client cooperates by August 16, the 10th workday following the date benefits were available, restore cash assistance with no loss of benefits. 

    NOTE:  Add 10 workdays to the first date benefits would have been available. Do not count Saturdays, Sundays, or state holidays. 

    revised textIf the client cooperates after 10 workdays from the August 3 availability date but prior to the end of the August  fiscal month, or August 31, restore cash assistance effective the date of cooperation.  Do not require a new application.  Restore medical assistance with no loss of coverage.  Prorate cash and SNAP benefits from the date of cooperation by using a 6 digit date.  Budget any non-exempt income as if no break in benefits occurred.

  • Medical benefits that are cancelled due to failure to cooperate may be reinstated if the client cooperates by the end of the effective month of cancellation. A new application is not required to reinstate benefits as long as the client is determined to be eligible.
  • Example: Mr. Hassad receives AABD medical benefits. During the REDE process, the caseworker sends Form 1721, Instructions to Recipient, to request verifications that are needed to determine continued eligibility. He does not provide the requested verifications by the due date and his case is cancelled effective May 2012. On 5/25/12 he submits the requested verification to the caseworker. The case is  reinstated without a break in coverage because Mr. Hassad cooperated by the end of the month of cancellation. 
  • Example: Mrs. Smith receives All Kids/FamilyCare Assist for herself and two children. During the REDE process, Mrs. Smith fails to provide requested income verification by the due date and the case is cancelled effective May 2012. Mrs. Smith submits the requested verification on 6/4/12. However, she must complete a new application for medical benefits.  Mrs. Smith failed to cooperate by the end of the effective month of cancellation.  She must reapply for medical benefits. 

NOTE: The time frames for restoring assistance without a new application are now the same for all Cash, Medical and SNAP programs. 

Example: Restoring Cash/SNAP Assistance When Customer Cooperates within 10 Workdays:

Ms Davis contacts the FCRC August 16 to report the address change. Because she cooperated within 10 workdays of her availability date, restore cash and medical assistance with no loss of benefits or coverage.

Restore SNAP benefits effective August 16 and prorate benefits from the date of cooperation.

Restoring Cash/SNAP Assistance When Customer Cooperates After 10 Workdays But Prior to End of Fiscal Month: 

Example: Ms Davis' TANF and SNAP group 01 case was cancelled effective August due to whereabouts unknown. Her Augustavailability date would have been August 3. Ms Davis contacts the FCRC August 29 to report the address change. Restore medical assistance with no loss of coverage. Because she cooperated more than 10 workdays from her availability date, restore cash assistance and SNAP benefits effective August 29 and prorate benefits from the date of cooperation. Budget any non-exempt income as if no break in benefits occurred.

  • Compute the IMPR amount for 33 days (August 29, the date of cooperation, thru September 30, the day before regular roll approval). Because Ms Davis receives other income, her August TANF grant would have been $98. The TANF grant of $98 ÷30 = 3.27 X 33 days = $107.91 Issue via IPACS, code 100 IMPR of $107.91.

Restoring Cash/SNAP Assistance When Customer Cooperates After the End of the Fiscal Month of Cancellation

Ms Davis contacts the FCRC September 4 to report the address change. Because she cooperated after the fiscal month of cancellation, do not restore assistance; Ms Davis must complete a new application.
