The goals set on the RSP support the client's efforts to reach and maintain maximum independence. Stress the temporary nature of TANF and the client's personal responsibility for achieving maximum independence. Point out the consequences of refusing to cooperate (i.e., cancellation of cash benefits) and failing to follow through with the requirements of their RSP (i.e., sanction).

Review the goals and steps on the RSP. Revise the plan as needed. Make sure that the goals and steps set are appropriate. Staff have the final say in determining what goals and steps are set for the client.

Set timeframes for the completion of new or revised steps and identify who is responsible for completing each of them. Identify resources the client has and issues that present barriers.

When an RSP is revised, have the client initial and date the part of the RSP that is revised. Each time revisions are made, give the applicant a copy of the revised part of the RSP.

RSP requirements for a 2-parent case depends on the nature of the case.

If the case is not a 3-generation household (i.e., there is no teen parent), complete one RSP which sets goals and steps for both parents. At least one parent must sign the RSP. A signature by both parents is not required. Base the RSP on the family information and set goals and steps that best lead that family to maximum independence.

Both parents do not have to be present when completing the assessment interview or when meeting to discuss or revise the RSP. Require the 2nd parent to come in for an interview if you determine that input from the 2nd parent is needed to complete the assessment or to set goals.

If the case contains a teen parent, complete an RSP for the teen parent and a separate RSP for the other adult. Require the teen parent to sign their RSP and the other parent to sign their RSP.
