A REDE of eligibility for GA-FCA and GA-TA cases is required every 12 months after the initial approval or reapproval of eligibility. These cases will select on the PAL when the REDE is due.

The REDE form is sent centrally to selected GA-TA cases which appear on the PAL.

When a person is being added to or deleted from the GA-FCA unit, conduct a special case review for the person (if a person is being added) and of the total family unit.

Complete this special case review within 30 calendar days of the date:

  • of receipt of a signed request for addition of a family member or
  • the Family Community Resource Center learns that a person should be deleted.

When eligibility has been established, approve benefits for the additional family member. Benefits are effective from the date the signed and completed request is received in the Family Community Resource Center:

  • if the client was eligible on that date; or
  • the date of initial eligibility after the signed request is received.

A home visit is not required as part of the REDE process.

At each REDE verify the following:

  • address (does not have to be verified if the client does not currently have a place to live);
  • presence in the home of all members of the unit;
  • school status of children age 18;
  • income and employment;
  • "not employable" status (GA-TA cases only); and
  • assets.

Citizenship, age, relationship/guardianship, and responsible relative information do not have to be verified at each REDE if proof is already recorded in the case record.

For noncitizens, USCIS status must be verified through SAVE if the status is subject to change or proof through SAVE has not already been obtained.

revised textFor children under age 19 who are U.S. citizens, documentation of citizenship and identity is required for medical (see PM 03-01-01).  Complete an SSA citizenship inquiry for each child for whom citizenship and identity has not yet been documented (see PM 22-14-03-e). If citizenship and identity cannot be confirmed via the SSA inquiry, send the client a request (Form 1721 with Form 3859A-Help Sheet for Citizenship & Identity Documentation) to provide documentation within 3 months. If otherwise eligible, process the REDE while documentation is pending and set a control or flag the case for follow up.

new textIf the required documents are not provided by the end of the 3-month period, enter code '47' in Item 74 of form 552. Do not cancel or delete the child from medical assistance.

As part of each review, consider the client's possible eligibility for TANF and AABD (Cash and Medical). If a GA client appears eligible for those programs, refer them to intake.

If a Category 07 client has an SSI application pending or under appeal through the ALJ level, or claims they are disabled, register a Category 03 application. See PM 03-18-01.

If, in the process of reviewing eligibility, it becomes apparent that current paid living expenses consistently exceed known income and assets, verify financial management.
