Adding a Child

  1. Give the client a Form 243 to complete when a member of the unit is pregnant or when the client requests the addition of a child.

    NOTE: Add a newborn to the SNAP Unit for the next payment month that can be affected. Do not wait to receive Form 243. 

  2. Receive completed Form 243:
    1. Enter on the form the date it was received. Date stamp forms received by mail.
    2. Make any necessary changes revised textto the ACM Form 514.
    3. Complete the correct responsible relative forms.
    4. Complete ACID and ANQR inquiries for all children other than a newborn, to determine whether the child is receiving benefits under another program or whether the child has already been assigned an RIN.
    5. File Form 243 in the case record.
  3. Authorize cash benefits effective from the date the completed and signed Form 243 is received in the Family Community Resource Center, if eligible on that date, or the date of initial eligibility after the date the Form 243 was received (see WAG 25-07-10).

    NOTE: The system produces a MediPlan Card for the IPE only for the child(ren) being added to the benefit unit. The system adds the child(ren) for the first scheduled regular roll. 

  4. If the child is active in another case, take action on the request or notify the staff person or agency responsible for the case of the request for benefits.
  5. Process a TA 34 and complete Form 552, according to WAG 25-07-10.
  6. If the client receives FS, budget the changed cash amount prospectively (see PM 13-02-03 and WAG 13-02-03).

Adding an Adult

  1. When the caretaker requests the addition of an adult to the unit, the caretaker and adult being added must complete and sign Form 243. Review the form to make sure the case remains eligible for GA, rather than AABD or TANF.
  2. Upon receipt of the completed Form 243:
    • make necessary changes  revised textto the ACM Form 514;
    • complete a Form 493; and
    • file Form 243, Form 493, and revised text
    • save ACM Form 514 to Content Management.
  3. Authorize cash benefits effective from the date the completed signed Form 243 is received in the Family Community Resource Center, if eligible on that date, or the date of initial eligibility after the date the Form 243 was received.
  4. Authorize medical coverage (see PM 17-02-05-b). If adding the adult makes the case ineligible, cancel it (see WAG 25-07-05-c). If adding the adult requires a change in name, follow the procedures in WAG 25-07-02. Submit the change as a separate action.
  5. Complete ACID and ANQR inquiries to determine whether the adult is receiving benefits under another program or whether an RIN has been assigned.
    1. If the adult is active in another case, take the correct action or notify the staff person responsible for the case of the request for benefits.
    2. If the adult was previously assigned an RIN, enter that number in Item 60 on Form 552.
  6. If the adult is the Representative Payee (RPY) or Temporary Payee (TEMP) for the case, use TA 34/TAR 00 to delete the person as a payee only and add them to the case as a unit member.
  7. Review the Form 552 to insure that any changes that occur because the adult was added to the case are included in the TA 34 authorization. Complete the current Form 552 as specified under WAG 25-07-10.
