Do not establish a protective payee for mismanagement, when:
- the cash assistance payment is less than the required rent payment; or
- the client has a legitimate dispute with the landlord about the terms of the rental agreement and is withholding rent; or
- the TANF unit consists of a child(ren) only, unless the family is not cooperating with a service plan set up by a community agency under the School Attendance Initiative or has failed appointments. Do not place child only cases which have a
representative payee due to noncooperation with child support enforcement requirements in protective payment status.
