For certain veterans or surviving spouses living in nursing homes, see PM 15-04-04-e Veterans Benefit Disregard (Nursing Home).
The System compares the income of a customer or applicant living in an NH or SLF to the appropriate 
NH Standard or SLF Standard and their resources to the resource limits.
For active cases, use the HFS 2500 to figure the resident's countable income:
- for the first full month of anticipated stay in an NH or SLF;
- each time a REDE of financial eligibility for medical assistance is required or change indicated;
- each month following the first month that a spenddown exists because of excess resources; and
- any time there is a change affecting the amount of the income.
