For TANF, FamilyCare Assist, Family Assist, and Moms and Babies, there is no upper or lower age limit to qualify as an adult. For General Assistance - Family and Children Assistance (GA-FCA), there is no upper age limit to qualify as an adult. See PM 04-04-01 for the lower age limit to qualify as an adult for GA-FCA and GA Transitional Assistance (GA-TA).

For TANF, All Kids, and GA-FCA, a child must be age 18 or under. An 18 year old child must be in full-time high school or an equivalent residential program to receive TANF. For GA-FCA, an 18 year old child must be in full-time high school and must be expected to complete the graduation requirements before reaching age 19. For All Kids, an 18 year old does not have to be in school.
