Payments to volunteers under the 1973 Domestic Volunteer Service Act are exempt. Examples of these programs include RSVP and Foster Grandparents.

Payments made under Title I (AmeriCorp VISTA, University Year for Action, and Urban Crime Prevention Program) are exempt only if the person was receiving Healthcare and Family Services benefits at the time they joined AmeriCorp VISTA.
