PM 03-18-05.

For persons who are "not employable" due to being under age 20 and in full-time school, enter the following codes on Form 552:

Item 14 -Enter code 06.
Item 80 -Enter code 354 EHA followed by the fiscal month that the person reaches age 20.

The case is centrally canceled for the month following the fiscal month entered in Item 80. The client is centrally sent Form 157C and Important Notice Regarding Eligibility for Transitional Assistance Program (Form 3404).

A batch exception message is also sent to the FCRC to convert food stamp benefits to an FS Only case.

NOTE: A person is not eligible under this criterion once they have received a high school diploma or GED.

Verify school status at each REDE. In addition, the client must report any changes in their school status.

NOTE: A client is in "not employable" status through the fiscal month of graduation, or through the fiscal month that they reach age 20, whichever occurs first.

Client's Status Changes

When the client's status changes, review the other criteria for being "not employable".

  1. (FCRC) Review the other criteria for being "not employable" when:
    • the client is no longer attending school full-time, or
    • the client has graduated.
  2. (FCRC) Once the review is finished, complete Part II of Request for Determination of Employability Status (Form 3372).

    Send a copy of Form 3372 to the client as notice of the decision, and file the original in the case record. 

  3. (FCRC) If the client does not meet any of the other criteria, cancel the case using TAR 69.

    NOTE: If the client does not contact the Family Community Resource Center by the last day of the last fiscal month of eligibility, they must reapply through intake.

Central Cancellation

  1. (System) Centrally cancels the case when the student turns age 20 (based on the date in Item 80 code 354 EHA).

    NOTE: A client is in "not employable" status through the fiscal month that they reach age 20. 

  2. (System) Sends the client Form 157C and Important Notice Regarding Eligibility for Transitional Assistance Program (Form 3404) to notify the client of the action.

    A batch exception message is also sent to the FCRC to convert food stamp benefits to an FS Only case. 

  3. (FCRC)If the client contacts the Family Community Resource Center, take one of the following actions based on the client's situation:
    1. If the client provides proof that another criterion is met after central cancellation, but before the last day of the last fiscal month of eligibility, restore assistance using TA 12/TAR 98 (see WAG 19-04-02).

      Do not require the client to reapply through intake. 

      NOTE: If the client does not contact the Family Community Resource Center by the last day of the last fiscal month of eligibility, they must reapply through intake. 

    2. If a client claims to be disabled, and provides the needed medical information by the last day of their last fiscal month of eligibility, restore assistance once CAU finds the client disabled. See WAG 03-18-01 for the process to determine if the client is disabled. Do not restore benefits until the CAU decision is received.

      NOTE: If the client does not provide the required medical information by the last day of the last fiscal month of eligibility, they must reapply through intake. 

  4. Once a decision is made on the client's request, complete Part II of Request for Determination of Employability Status (Form 3372).

(FCRC) Send a copy of Form 3372 to the client as notice of the decision, and file the original in the case record.

Example: A person in Group 07 turns age 20 on 03/14/96 (02/96 fiscal month). Enter 02/96 in Item 80 code 354 EHA. The case will centrally cancel for 03/96.

(FCRC) If the person contacts the Family Community Resource Center by 03/03/96 (schedule cut-off) and provides proof that they meet another criterion, the case remains active.

(FCRC) If the person contacts the Family Community Resource Center after 03/03/96 but before 03/16/96 (the last day of the last fiscal month of eligibility), restore assistance.

(FCRC) If the person contacts the Family Community Resource Center after 03/16/96, they must reapply through intake.
