Family Community Resource Center Refers for Sanction

When the Family Community Resource Center becomes aware that a nonexempt GA client has failed or refused to respond to a job referral, refused to accept a bona fide offer of employment, quit a job or reduced earnings, take the following actions:

  1. (FCRC) Contact FSE&T staff by phone to report the noncooperation.
  2. (FCRC) Follow-up the phone call with a HFS 139, Inter-office Memo, verifying the noncooperation and request for a sanction.
  3. (FCRC) Code the current HFS 552 printout to suspend GA-TA cases and single person GA-FCA cases who fail to cooperate with the FSE&T program.

  4. (FSE) Sends a copy of the HFS 157PCS-GA, the HFS 2441 and the HFS 2441A to the Family Community Resource Center to authorize suspension of the case.
  5. (FSE) If the client claimed "good cause" which was rejected, explains on the form why their good cause reason was not acceptable.
  6. (LO-DIO) Data enters the information on the HFS 2441 to suspend the case for the month indicated on the form.

FSE&T Initiates Sanction

  1. (FSE) Completes and sends HFS 157PCS-GA to the client as notice of the sanction.

    If the client claimed "good cause" which was rejected, explains on the form why their good cause reason was not acceptable. 

  2. (FSE) Completes HFS 2441 entering TAR 14, Sanctioned for 2 Months.
  3. (FSE) Completes HFS 2441A, indicating the month that GA is to be suspended. The sanction is effective for the first month that it can be imposed. It does not start the day the client failed to cooperate.
  4. (FSE) Sends a copy of the HFS 157PCS-GA, the HFS 2441 and the HFS 2441A to the Family Community Resource Center to request suspension of the case.
  5. (LO-DIO) Data enters the information on the HFS 2441 to suspend the case for the month indicated on the form.

Regardless of who initiates the sanction, the case remains suspended until:

  • the client becomes exempt, or
  • the sanction ends and the client requests resumption, or
  • the case is centrally canceled, or
  • the client establishes good cause to FSE&T staff, or
  • the FCRC cancels because the case is ineligible.

Canceling a Case in Suspension

(FCRC) A suspended case may be canceled by the Family Community Resource Center by coding the HFS 552 printout (or use the ACM System) that shows the suspension:

Item 2 - Complete
Item 3 - Enter 23.
Item 33 - Complete.
Item 44 - Complete.
Items 50-52 - Complete when required.

(System)  Cancels the case (using TA 29) for the 3rd regular roll month the case would have been in suspension if the FCRC does not take action to cancel it for any of the first 2 months.

NOTE: TAR 14, Central Cancellation of Case in 2 Month Sanction appears in Item 33 on the HFS 552 printout.
