A person is exempt if enrolled full-time as a VISTA volunteer under Title I or II of the 1973 Domestic Volunteer Services Act, as amended. To be exempt under Title I, the person must have been receiving SNAP benefits, AFDC, TANF, AABD, or GA at the time they joined VISTA.
