Exemption status is based on objective information that proves one or more of the exemption criteria.

Tell exempt clients that they must report right away any change that might affect their exemption status.

For all exempt clients age 16 through 54, document the exemption reason on HFS 514. Review each exemption and the reason for the exemption at each REDE or whenever circumstances indicate a change. Update the exemption reason as needed.

A client can request a review of their exemption status when the Family Community Resource Center determines that the person is nonexempt.

Client Requests Exemption from FSE

When a client requests an exemption from FSE&T requirements, take the following actions:

  1. (FCRC) Ask the client to complete and sign HFS 2826GA, Request/Disposition Notice For FSE&T - GA Exemption, in triplicate.
  2. (FCRC) Review the exemption request.
  3. (FCRC) Notify the client of the decision on their request, by sending them the original HFS 2826GA.
  4. (FCRC) Send the 2nd copy of the HFS 2826GA with the decision to FSE&T. File the first copy in the case record.

Exemption Request Through FSE

If FSE&T staff believe that a client qualifies for an exemption, or receives a request for an exemption, the following actions are taken.

  1. (FSE) Completes a HFS 2826GA, including the client's signature, and sends it to the Family Community Resource Center for an exemption review.
    1. If the client makes a request by phone, completes the HFS 2826GA, notes the date the client requested the exemption and that it was requested by phone.
    2. Sends the HFS 2826GA to the Family Community Resource Center.
  2. (FCRC) Upon receipt of the HFS 2826GA, review the client's nonexempt status.
    1. If the request was made by phone, send the HFS 2826GA to the client for their signature.

      When the form is returned, evaluate the client's exemption request. 

  3. (FCRC) Obtain any needed proof of the client's status.
  4. (FCRC) Notify the client of the decision on their request by sending them the original HFS 2826GA.
  5. (FCRC) Send the 2nd copy of the HFS 2826GA with the decision to FSE&T. File the first copy in the case record.

A client's exemption status is identified by the code entered in Item 73 of HFS 552.

Clients under age 16 and over age 54 do not have to register for work, and are centrally coded A in Item 73, JOBS Status.
