Home and Community-Based Care (The Waiver Program) prevents persons under age 21 from being institutionalized, who may be satisfactorily treated at home at less cost to the State. Home and community based care consists of services that allow a person
to be treated at home, rather than as an inpatient or in an institution. The services vary, depending on the needs of each patient, and based on the judgment of the patient's attending physician.
The program is run under a Federal waiver that allows the State to waive certain Medicaid eligibility requirements.
