CONTRACTUAL POLICY MANUAL CHANGES FOR FY2020

The Illinois Department of Human Services/Substance Use Prevention and Recovery (IDHS/SUPR) has posted the Contractual Policy Manual for FY2020 at: https://www.dhs.state.il.us/page.aspx?item=29747.

This manual applies to all IDHS/SUPR funded SUD treatment organizations and contains several important revisions and new policies for FY2020. The identification of and the location of these changes is as follows:

INTRODUCTION

Three new policies have been added related to mandatory overdose prevention training for patients and staff, budget revisions related to contract adjustments and identification of Charitable Choice organizations.

ELIGIBILITY - PROVIDER AND PATIENT

The Family Income Eligibility Requirements have been revised.

REIMBURSEMENT POLICY

This section has been updated to clarify when IDHS/SUPR funding can be used for income eligible patients who have depleted applicable entitlement or third-party reimbursement.

REIMBURSEMENT/DISBURSEMENT SPECIFICATIONS

The Video and Telephone Counseling Sections have been replaced with a new Telehealth section.

FUNDING SPECIFICATIONS

Additional description and information have been included related to Exhibit 1 for each contract.

SERVICE REQUIREMENTS

Section 7 has been revised and entitled Service Requirements for Gambling Disorder Services. These revisions include the requirement that ALL IDHS/SUPR funded SUD treatment organizations administer a Gambling Disorder screening for each patient prior to the ASAM assessment. If the patient screens positive for a gambling disorder, the subsequent ASAM assessment must incorporate the ASAM guidelines for gambling disorder assessment.
