ILLINOIS' CAPACITY MANAGEMENT SYSTEM RELAUNCH TRAINING

Training has been scheduled for the relaunched Capacity Management System (CapMan). All Illinois Department of Human Services/Substance Use Prevention and Recovery (IDHS/SUPR) residential (Level 3.5) and OMT licensed and funded programs are expected to use the CapMan system.

The relaunched CapMan system is now part of the Illinois Helpline for Opioids and Other Substances provider portal. The Illinois Helpline, launched in December 2017, is the only statewide, public resource for finding substance use disorder treatment and recovery support services in Illinois. The Helpline's provider portal allows providers to add their programs and services, maintain their program information, and is now the home of the CapMan system. The provider portal can be found within the Helpline website at https://helplineil.org/app/utils/login_form.

Treatment providers have an important role in the success of the Illinois Helpline by keeping their program information updated using the Provider Portal. Accurate provider information ensures that people seeking treatment can efficiently access the services best for them. In addition, the CapMan system is an important tool to assure individuals seeking treatment can access treatment as soon as possible. The CapMan system will also facilitate compliance with federal and IDHS/SUPR priority population reporting needs. The CapMan system will be accessed via the Provider Portal, centralizing processes for both providers and the Illinois Helpline.

Participation in the Provider Portal is a deliverable for all programs funded by IDHS/SUPR as per Exhibit H in FY 2019 provider agreements. Participation in the CapMan system is currently expected for all residential (ASAM Level 3.5) and OMT programs funded by IDHS/SUPR as per Attachment C found in provider Uniform Grant Agreements.

The Illinois Helpline will provide several training opportunities to demonstrate the updated CapMan system and prepare providers to use it after the relaunch in June 2019. IDHS/SUPR wants to ensure that providers have the tools to comply with federal and IDHS/SUPR requirements. All available sessions are listed in this document as well as the registration links. Register as soon as possible to make sure you can attend your preferred date and time. You only need to take part in one of the six sessions.

Your designated program administrators will be able to set staff permissions, and your staff will have access only to your own program's confidential capacity and waitlist data. This confidential information will not be accessible by any other program staff or by any Illinois Helpline staff.

IDHS/SUPR strongly encourages that at least one person from your team attend one session. Staff who should attend are those responsible for current CapMan data entry and supervisory staff.
