THE ILLINOIS' CAPACITY MANAGEMENT SYSTEM RELAUNCH IS COMING

The Capacity Management System (CapMan) is being relaunched soon. All Illinois Department of Human Services IDHS/SUPR residential (ASAM level 3.5) and OMT licensed and funded programs are expected to continue to use the current CapMan system and transition to the relaunched system on July 1. It is now time to prepare for a smooth transition.

The relaunched CapMan system will be part of the Illinois Helpline for Opioids and Other Substances Provider Portal. The Illinois Helpline, launched in December 2017, is the only statewide, public resource for finding substance use disorder treatment and recovery support services in Illinois. The Illinois Helpline's Provider Portal allows providers to add their programs and services, maintain their program information up to date, and will also be the home of the CapMan system. The Provider Portal can be found within the Helpline website at https://helplineil.org/app/utils/login_form. The CapMan system will go live on June 3, 2019, giving providers ample time to transition from using the current site to using the new site by July 1st.

Treatment providers have an important role in the success of the Illinois Helpline by keeping their program information updated using the Provider Portal. Accurate provider information ensures that people seeking treatment can efficiently access the services best for them. In addition, the CapMan system is an important tool to assure individuals seeking treatment can access treatment as soon as possible. The CapMan system will also facilitate compliance with federal and IDHS/SUPR priority population reporting needs.

Participation in the Provider Portal is a deliverable for all programs funded by IDHS/SUPR as per Exhibit H in FY 2019 provider agreements. Participation in the CapMan system is currently expected for all residential (ASAM Level 3.5) and OMT programs funded by IDHS/SUPR as per Attachment C found in provider Uniform Grant Agreements.

All providers listed on the Illinois Helpline have the capacity to review and update their program information including adding intake hours. Initial access to each organization's information was initially set up to include only the authorized representative. Other staff should set up their profiles and become associated with the organization's programs, including the organization's CapMan data entry and supervisory staff, as well as any other staff who can keep general program information updated. Instructions for completing the process can be found on the Provider Portal.

Your designated program administrators will be able to set staff permissions, and your staff will have access only to your own program's information. All confidential information will not be accessible by any other program staff or by any Illinois Helpline staff.
