  1. QUESTION: When it says "Applicants who applied under the original NOFO must re-apply if they still wish to receive a grant award for this program", does this refer to the original grant applied for that started in July 2018 or is it for the competitive bid that previously was posted for April - June, 2019?

ANSWER: It is not referring to the original NOFO for awards beginning in July. It is referring to the NOFO that previously was posted for April - June, 2019, which was for the new services that were originally scheduled to begin 4/1/19 but have now been delayed until 5/1/19 with a newer revised NOFO that closes April 12th.

  2. QUESTION:  Are the new allowable budgeting categories (i.e. housing) on top of the pay for performance grants?

ANSWER:  Yes. It is an allowance for administrative costs for grantees to provide the emergency support and housing related services described in Exhibit A - Scope of Services, #4 and #5.

  3. QUESTION:  Are we to put all expenses in "miscellaneous" or now use the entire list of budget lines?

ANSWER:  Costs associated with Exhibit A - Scope of Services #6: "Grantees may incur administrative support costs that may be needed to administer the emergency support and housing related services in paragraphs 4 and 5 above," should be itemized in the appropriate related expense line item from the entire list of budget lines. These are for the administrative costs to support the emergency support and housing related services, not the services themselves. The actual emergency support and housing related services should be shown in Line Item 14.

  4. QUESTION:  As these are categories of expenditures that we may or may not expend (e.g. they include rent for apartment units if the client is homeless on exit from the referring hospital) will we receive these payments as grants, or only as invoiced items?

ANSWER:  All expenses associated with this program are invoiced for reimbursement.
