Substance Use Prevention and Recovery Grant Information - FY2019

All current or potential grantees must make certain the following things are completed before IDHS staff are allowed to accept a grant application:

  1. Have a Federal Employer Identification Number (FEIN)
  2. Have an current DUNS number  
  3. Have a current WWW.SAM.GOV cage code
  4. Register and be in good standing with the Illinois Secretary of State (does not apply to government entities and schools)

5. Register with the GATA system in the Grantee Portal

6. Authenticate your organization in the Grantee Portal
7. Pre-qualify by completing the Administrative and Fiscal Risk Assessment (ICQ) on the GATA system

All IDHS grant applicants must also register and access both the Centralized Repository Vault (CRV) and the CSA Tracking System.

All grantees and Applicants must complete the Pre-Qualification Process, Internal Controls Questionnaire (ICQ), Programmatic Risk Assessment, the Uniform Grant Application, and enter a budget in the CSA Tracking System.


Substance use Prevention and Recovery has two types of grants - regular and fixed-rate.  Each type is offered in a table below.  Find your grant and the corresponding information in the respective tables.

NOTE: to find the Grant Application, Correct Budget, Due date, and submission instructions, click on the hyper-link for the NOFO or Grant Application.  Fixed Rate Grants must match the funding exactly, and must be in a whole number (No Pennies). You may have to create an additional service Called "Rounding" for 1 unit at an amount that will make your total a Whole Number.
