The Illinois Department of Human Services (IDHS) would like to thank you in advance for reviewing this Request for Information (RFI) and assisting the State of Illinois (State) in this effort.

This Request for Information (RFI) is being issued by the IDHS as part of its continued efforts to partner with organizations and citizens across the State and across professional areas of expertise and personal experiences to continue the process of giving individuals with developmental disabilities a greater ability to tailor services and supports to the needs and wants of the individual.

The IDHS is seeking information from individuals and organizations on ways to improve current services available for self-direction and new services that can be offered to individuals to help them continue to individualize their lives.

The IDHS is also seeking information from individuals and organizations on suggested changes in regulations or licensing requirements that would further incent individuals and organizations to pursue new and different self-directed support services.

  1. Background

Self-direction continues to be an area of growing interest for individuals with developmental disabilities and their families. Self-direction can give individuals the ability to request, customize and utilize the services and supports that can deliver the life and lifestyle the individual envisions.

The main objective of this RFI will be to learn from the DD community and beyond new ideas on creating additional self-directed service options that will:

    1. encourage waiver participants and families to pursue self-directed supports and services;
    2. offer greater flexibility to waiver participants and families who want self-directed supports and services;
    3.  limit the licensing requirements that may be serving as a disincentive to waiver participants and families who want self-directed supports and services.

    1. Actual or perceived barriers in our rules and practices that limit self-directed options or disincentivize waiver participants/families from pursuing self-directed options.
    2. Viable strategies for leveraging supportive housing stock to promote self-direction.
    3. Service models other states are using to promote self-direction.
    4. Ideas and suggestions on alternative self-directed models that offer waiver participants/families greater flexibility than the existing self-directed service models.

Only questions emailed to will be answered. All questions and answers will be posted as an addendum to the original posting on the DHS Website. Responses to questions will not be answered directly to the entity asking the questions.

Submissions are due no later than December 31, 2017.

In addition to the information in response to #3, the RFI shall include the following:

  1. Contact information for your organization (i.e., name, address, contact person, phone number and email).
  2. One (1) bound paper copy of your Response, one (1) electronic copy (suitable for emailing) on CD or USB device (flash drive).

Please do not include any pricing or cost information in your response.

At the end of the RFI review period, the Division of Developmental Disabilities (DDD) may issue a Request for Proposals (RFP), a formal solicitation for bids regarding services requested in this RFI. If an RFP is issued, additional information regarding the RFP solicitation details, process, and time frames will be announced.

This RFI does not constitute any commitment by the State to follow any particular procurement course of action. This RFI is for informational purposes only and will not result in an award of contract. The purpose of this RFI is to determine what services your company can offer IDHS. Not responding to the RFI does not preclude subsequent participation in any procurement process that may be developed as a result of this RFI. Any and all information provided in response to this RFI shall be considered to be the exclusive property of the State and will be kept confidential to the extent permitted by law. Any information provided in response to this RFI claimed to constitute a trade secret and/or otherwise claimed to be confidential, proprietary and/or privileged (See section 7(1)(g) of the Illinois Freedom of Information Act 5 ILCS 140/7), must be supported at the time of submission by a detailed statement and written justification, or any such claim(s) shall be deemed waived. Please be advised that the State cannot reimburse any expenses that may be associated with responding to this RFI.
