PM 21-03-04-a.

  1. (FCRC) When the client is approved by the LOA to participate in a Self-employment Training program, provide the client with a copy of the RSP. Explain the participation requirements to the client.
  2. (FCRC) Be sure the client understands activity requirement policy; tell them about the cash penalties for failure and refusal to cooperate.
  3. (FCRC) Update the Service Plan in VCM or enter Activity Code 540, Self-employment Training, in Item 60 with the average weekly participation hours. Use the average number of hours per month the client spends attending classes, allowable study time, and/or working on starting their business; divide by 4 to find the weekly average. Do not include hours shown in Item 90 with code 801.

    NOTE: If Self-employment Training is a Work First Pay-After-Performance activity, include the Self-employment Training hours in Work First code 211. Update as needed. 

  4. (FCRC) Enter Item 90 code 801, Self-employment Income, with the gross income from the self-employment business, less business expenses (see PM 08-01-01-a and WAG 08-01-01-a). Enter the average number of hours per week the client spends working at their self-employment business.
  5. (FCRC) When the client reaches their employment goal or another activity is more appropriate, help the client revise their RSP. Update the Service Plan in VCM or enter the new activity code or close-out code 999, as appropriate.
