When the client is approved to participate in Basic Education, provide the client with a copy of the Responsibility and Services Plan (RSP). Also give them a supply of Monthly Activity Reports (Form 2606) unless other procedures have been established to verify attendance with the school.

Explain participation requirements to the client. Tell them to submit a completed Form 2606 each month, if applicable. Tell the client to submit a copy of the grade report each term or a statement from the school at the next REDE, if the school does not issue grade reports.

Be sure the client understands activity requirement policy; tell them about the cash penalties for failure and refusal to cooperate.

Refer the client to an education program, if not already enrolled, via the RD&C Referral (Form 2151C) or use other locally established procedures.

Use the RSP to keep track of how many months the client has been in Basic Education. When they have been in it more than 24 months, the RSP and monthly Form 2606 must also show they meet the work requirement in order to continue participating.

Update the Service Plan in VCM or enter the Activity Code in Item 60 with the average number of weekly participation hours. Use Activity Code 353 for Adult Basic Education/ESL, 354 for GED classes, or 355 for regular high school. Weekly participation hours include school attendance hours and allowable study hours. For monthly activities, divide by 4 to find the weekly average.

When the client completes their education goal or is no longer eligible to participate in Basic Education, meet with the client and revise their RSP. Update the client's Service Plan in VCM or enter the new activity code in Item 60 or close-out code 999, as appropriate.
