HFS's Central All Kids Unit uses a different application process. With this process:
- Total family income is used to determine eligibility for all Family Health Plans including All Kids Assist and Moms and Babies. The All Kids Unit considers the income of stepparents towards their stepchildren, the income of children towards their parents, the income of siblings towards their siblings, and the income of an unmarried parent towards the other parent.
- Eligibility for an unmarried pregnant woman will be determined without counting the income of the other parent if they have no children in common living with them and the women is only eligible with a spenddown.
- Eligibility for spenddown, emergency medical, and AABD Medical are not determined by the All Kids Unit.
