A young parent in an 04 case under age 20 who has not completed their high school education must participate in Teen Parent Services (TPS) (see PM 14-12-00).
Parents in an 06 case who do not have a high school diploma or General Educational Development (GED) certificate and are under age 20 must take part in Basic Education for an average of 30 hours per week, instead of work or a work activity.
These cases are handled by Teen Parent Services (TPS) (see PM 14-12-00). If they do not make sufficient progress, they will be placed in Work Experience.
Participation in TPS is required as part of the activity requirement for all custodial parents under age 20 receiving TANF who do not have their high school diploma or GED. Failure to participate without good cause results in sanction when
reconciliation is unsuccessful (see PM 03-13-05).
There are no exemption reasons for custodial parents under age 20 receiving TANF who do not have their high school diploma or GED. The recognized barriers listed in PM
21-01-04 may affect a client's participation and will be considered in deciding which program activities are appropriate.
