A person who is homeless is exempt. Homeless means a person has no current address and does not expect to find a home in the next 30 days. It does not include a person who continuously lives with friends or relatives. It does include a person in an overnight transitional shelter. If a person is still homeless after 12 months, the person is no longer exempt for that reason.
