When a non-exempt client fails to comply with the activity requirement without good cause, the case containing the client may be sanctioned. (See PM
03-13-03 for good cause.)
Only impose a sanction when a non-exempt client fails to comply with the requirements included in PM 03-13-01. Do not sanction an exempt client who
volunteered to participate in a work or training activity.
Before deciding to impose a sanction, staff must attempt reconciliation with the client (see PM 03-13-04).
