A person involved in a strike at any time during a fiscal month is a striker for the entire fiscal month. The following people are not strikers for SNAP purposes:
- a person not working due to a lockout; or
- a person exempt from the SNAP work provisions on the day before the strike began for a reason other than employment (see PM 03-15-02 for exemption reasons); or
- an employee not on strike who is afraid to cross the picket line due to threats of violence; or
- a person not on strike who cannot work due to the strike.
