a SNAP unit can choose to:
- include a foster child or adult in their SNAP unit; or
- exclude the foster child or adult as a boarder.
A foster child or adult can be excluded even when the SNAP unit includes their parent or child.
An excluded foster person who is ineligible for SNAP benefits, can choose to receive SNAP benefits for their child(ren) separately from the family they live with, unless the child(ren)'s food is bought and prepared with the family.
See PM 08-04-04-e for the treatment of foster care payments.
