For TANF, Assist, and Moms and Babies, there is no upper or lower age limit to qualify as an adult.
To qualify as a dependent child for TANF, Assist, and All Kids, a child must be age 18 or under. For TANF, an 18 year old must be in full-time high school or an equivalent residential program to qualify as a dependent child. For Assist and All Kids, an 18 year old does not have to be in school.
Never cancel a medical case because the only child is age 19, until eligibility under all medical programs has been reviewed. Do not delete a child from an active medical case because they are age 19, until their eligibility under all medical programs has been reviewed. Do not ask the 19-year-old or anyone in the case to submit a new application. If the case being canceled as a result of the only child turning 19 has SNAP benefits, review SNAP eligibility and set up a SNAP only case, if eligible.
