The Title XX Social Services (DFI) Program Manual is now listed alongside the RFP Open Door information. Please refer to the program manual when drafting your proposal.

Below please find some updates and questions and answers:

  1. Update - Region 5 Presentation:  Slide #30 'Service Area for Region 5,' originally had an incorrect list of counties. The slide has been corrected and is in the Region 5 Presentation (ppt).
  2. Update - During the webinar, questions were raised regarding the calculation of the match requirement. The Title XX Social Services (DFI) Program Manual has now been posted. You can find it as a bullet listed above the Grants Informational Conference.  Match requirements can be found in the section Deliverables/Costs/Payments.
  3. Question: Is the RFP for the Open Door Program closed to Region 1?
    • Answer: The RFP is not available to providers in Region 1. Region 1 is comprised of Cook County
  4. Question: We have another Title XX funded grant. Does that funding preclude us from applying or influence our ability to be awarded this grant?
    • Answer: No. Having another Title XX funded grant does not preclude you from applying to the Open Door RFP.

Q&A Posting - January 21, 2014

  1. Question: On page 15 of the RFP under "Program Specific Mandatory Requirements" bullet point #7, it states "the applicant must provide an agreement to partner with an academic institution to conduct an evaluation of the efficacy of the integrated model of service delivery." Is this referring to an academic institution which the State has contracted with to evaluate all Open Door Programs or must we attain our own agreement with a local education institution. If we must find one locally, what would this evaluation look like?
    • Answer: No. The academic institution does not have to have a contract with the State. It is the responsibility of the Open Door host agency to identify an academic institution to develop the evaluation.
  2. Question: Can you please tell me if there is any formal or required "Open Door" training on the Open Door program and requirements that the case manager must (or could) attend? I am formulating a timeline for our submission and did not know if there was training that the State provides or requires that I must figure in my timeline.
    • Answer: There will be Open Door trainings which will take place late Summer/early Fall. The training schedule is in the process of being developed.
  3. Question: On the Bonus question the Collaborative Applicants; do we need to address the mission, description of program, organizational history and geographic area, for the collaborating partner if we are the leading agency and there is no financially benefiting going to or from the collaborating partner?
    • Answer: Yes.

Q&A Posting - January 23, 2014

  1. Question:  Staff who have attended statewide Open Door meetings over the last year have heard about a change in focus to put more attention and emphasis on working with migrant and immigrant populations. The RFP mentions this a couple of times but does not provide details. Is there an expectation that all Open Door programs target immigrant and migrant populations as a part of their program?
    • Answer:  The RFP's will be scored on a variety of factors (which are listed in the RFP). The Review Panel will be instructed to assess if the proposals they are scoring demonstrates its ability to carry-out the Open Door program mission which is: "To embrace an innovative public/private partnership model of integrated services to promote maximum independence for the most vulnerable individuals and families in the state by streamlining services and providing access to multiple programs delivered in a holistic, strength based, cultural and linguistically appropriate one-stop welcoming environment."
  2. Question:  On the LCC Plan it asks for a LEP assessment. Do we need to provide actual numbers that verify why the services are needed and include those in the plan or do we provide the methodology we'll use to obtain those numbers and add them in our annual report?
    • Answer:  Providers must incorporate data-driven rationale for the approach in its LCC Plan. Providers should collect customer data on race, ethnicity, and primary spoken language to ensure every effort is made to provide consumers with effective, understandable and respectful services provided in the consumers' preferred language and in a manner sensitive to cultural beliefs and practices. Providers should maintain current demographic and cultural profile of the community to plan for services that respond to the cultural and linguistic characteristics of the service area. The LCC Plan should include any additional information that will aid DHS in assessing the Provider's ability to provide access to services for LEP Customers.
  3. Question:  There is currently a provider of Open Door services in Region 2, in DuPage County, correct?
    • Answer:  Yes

Q&A Posting - January 28, 2014

  1. Question: We are considering applying for this grant. Some of the people that we work with are undocumented immigrants who do not have social security numbers. Others are unwilling to consent to releasing their information. These two items are listed as required case records in the RFP. If we were awarded this grant, would we not be able to serve these people under this particular program?
    • Answer: In instances when undocumented immigrants seek Open Door for assistance and the individuals or families do not have all of the required paper work and documentation, the Open Door caseworkers do their best to work with the individual and family to address their needs. In most cases the assistance is in the form of system navigation and referrals to other social service agencies that could provide them further assistance.

Q&A Posting - February 7, 2014

  1. Question: "The entire application, including appendices, must be sequentially page numbered. Proposals should be bound with a single staple or binder clip in the upper left-hand corner. Applicants must not use any other form of binding, including ring binders, spiral binders, report covers or rubber bands. Applicants must submit two (2) original unbound, clearly identified, originally signed proposal and four (4) copies of the proposal."It is not clear to me if we should use a staple or binder clip on the two originals or leave them completely unbound.
    • Answer: Proposals should be bound with a single staple or binder clip in the upper left-hand corner.
  2. Question: In the Open Door program, if we are funded, if we serve a client who does not have a social security #, (many of our Hispanic clients do not have those) can those clients be counted in DHS reports for the program to meet service targets?
    • Answer: Yes
  3. Question: If a family home burns, and the parents are undocumented, no SS #, and one child does have a SS#, may we use our match funds to meet crisis needs and report that case?
    • Answer: Yes
  4. Question: If adults in the family need one or maybe many different resources, and the parents are undocumented, no SS #, and one child does have a SS#, it is our understanding that the adults would not be eligible for services from a state agency, if we either provide services ourselves or refer the adults to a private agency for services, may we report this as case management and referral under the grant to meet service targets?
    • Answer: Yes
