Summary:

  • Effective 03/01/13 to improve customer service and align cash and SNAP policy with medical, the period to restore assistance without a new application is changed to the end of the fiscal month of the reduction or cancellation. 
  • When SNAP or cash benefits are reduced or cancelled due to non-cooperation and the customer cooperates by the end of the fiscal month benefits were reduced or cancelled, restore assistance without requiring a new application.
  • For cash assistance if the customer cooperates within 10 workdays after the date the reduced or cancelled benefits would have been available, restore assistance with no loss of benefits. 
  • For cash assistance, if the customer cooperates after 10 workdays but prior to the end of the fiscal month of reduction or cancellation, restore benefits but prorate cash assistance from the date of cooperation.  Budget any non-exempt income as if no break in benefits occurred. 
  • For SNAP assistance, if the client cooperates by the end of the fiscal month benefits were reduced or cancelled, restore SNAP benefits without a new application.  Prorate benefits from the date of cooperation.
  • This release includes a manual page that was inadvertently omitted in MR #11.20 Increase in Asset Limit for Qualifying Member SNAP Units with Income Over 200%FPL, or with IPV or Sanctioned Unit Members, dated 09/02/11 and MR #10.07 Expansion of SNAP Categorical Eligibility, dated 03/26/10.

To improve customer service and align cash and SNAP policy with medical, the period to restore assistance without a new application is revised. When benefits are reduced or cancelled due to non-cooperation and the customer cooperates by the end of the fiscal month benefits were reduced or cancelled, restore assistance without requiring a new application.

Restoring Cash Assistance

For cash assistance, if the customer cooperates within 10 workdays after the date the reduced or cancelled benefits would have been available, restore assistance with no loss of benefits.

If the customer cooperates after 10 workdays but prior to the end of the fiscal month of reduction or cancellation, restore benefits but prorate cash assistance from the date of cooperation.  Budget any non-exempt income as if no break in benefits occurred.

Restoring SNAP Assistance

For SNAP assistance, if the client cooperates by the end of the fiscal month benefits were reduced or cancelled, restore SNAP benefits without a new application.  Prorate benefits from the date of cooperation.

For households that are reinstated without filing a new application, do not change the original approval period.

If the household cooperates after the fiscal month of cancellation, a new application must be completed.

Restoring Cash/SNAP Assistance When Customer Cooperates Within 10 Workdays

Example: Ms Davis' TANF and SNAP group 04 case was cancelled effective March due to whereabouts unknown.  Her March availability date would have been March 11.  Ms Davis contacts the FCRC March 22 to report the address change. Because she cooperated within 10 workdays of her availability date, restore cash and medical assistance with no loss of benefits or coverage.  Restore SNAP benefits effective March 22 and prorate benefits from the date of cooperation. 

Restoring Cash/SNAP Assistance When Customer Cooperates After 10 Workdays But Prior to End of Fiscal Month

Example: Ms Davis' TANF and SNAP group 04 case was cancelled effective March due to whereabouts unknown.  Her March availability date would have been March 11. Ms Davis contacts the FCRC March 29 to report the address change.  Restore medical assistance with no loss of coverage.  Because she cooperated more than 10 workdays from her availability date, restore cash assistance and SNAP benefits effective March 29 and prorate benefits from the date of cooperation. Budget any non-exempt income as if no break in benefits occurred.

  • Compute the IMPR amount for 33 days (March 29, the date of cooperation, thru April 30, the day before regular roll approval). Because Ms Davis receives other income, her March TANF grant would have been $98. The TANF grant of $98 ÷30 = 3.27 X 33 days = $107.91.  Issue via IPACS, code 100 IMPR of $107.91.

Restoring Cash/SNAP Assistance When Customer Cooperates After the End of the Fiscal Month of Cancelation

Example: Ms Davis' TANF and SNAP group 04 case was cancelled effective March (fiscal month of March 1 thru March 31) due to whereabouts unknown.  Ms Davis  contacts the FCRC April 4 to report the address change.  Because she cooperated after the fiscal month of cancellation, do not restore assistance; Ms Davis must complete a new application. 

Manual Page Revision
