- Policy on referral of Non IV-D responsible relatives is clarified to assist in reducing the number of unnecessary referrals referenced in the current long term care audit completed by the Office of the Auditor General.
- Form 2355 is revised.
Clarification of Responsible Relative Referral Policy
The Non IV-D Support Referral (Form 2355), and manual policy, are revised to clarify and emphasize which responsible relatives (RRs) do not need to be referred to the Bureau of Collections (BOC) Field Recovery Unit (FRU). BOC/FRU currently receives many unnecessary 2355s for RRs who are:
- living out of state;
- community spouses of long term care residents, with income below the Community Spouse Maintenance Needs Allowance ($2,739).
BOC/FRU referrals are also not needed if the RR is deceased, receiving SSI, living with a child age 18 or under, or if the RR's address is unknown.
