When the initial payment of nonexempt educational income is received and payments will continue on a monthly basis, determine prospective eligibility for the first payment month that can be affected. If eligibility does not exist, determine if anyone in the case is eligible for Medical.

If educational income plus other nonexempt income does not exceed the Payment Level, budget the income.

Irregular Payments

In most instances payments are received on an irregular basis during the school term rather than on a monthly basis. When this situation occurs, budget the income and do not cancel the case. Budget the income as regular unearned income. If the income exceeds the Payment Level, suspend the case. If the case includes SNAP, review SNAP eligibility when suspending GA. If the case is not resumed within 2 months, the case is automatically canceled effective for the 3rd month.

Example: Client attends Cornbelt Community College for the school term August through December. Nonexempt educational benefits of $200 will be received in October.

When determining prospective eligibility anticipate the $200 payment that will be received in October. Suspend the case for the October payment month. Resume the case for the November payment month.
