Policy Statement:

All entities holding contracts to administer the IDHS Child Care Assistance program are required to have at least one staff person attend all policy and procedure training sessions provided by IDHS Bureau of Child Care and Development staff.

Procedure:

  1. Training

    All entities holding contracts to administer the IDHS Child Care Assistance program are required to have at least one staff person attend all policy and procedure training sessions provided by IDHS Bureau of Child Care and Development staff. These entities include all Child Care Resource and Referral agencies and Site Administered providers. Unless otherwise informed, as many staff as possible should attend the training sessions. The staff who are expected to attend IDHS sponsored training sessions must be the staff who routinely perform any of the following tasks: determine eligibility, complete the Site Administered Monthly Enrollment Report (SAMER), assist parents with completing the Child Care Application, enter data into the Child Care Tracking System, authorize payments to child care providers, calculate a parent co-payment, or any other function relating to the administration of the child care program.

    Training sessions include but are not limited to:

    1) Policy, 2) Form revision, 3) Child Care Program changes, 4) Quarterly (or semi-annual) meetings on general topics, and 5) Teleconference calls

    Provider attendance at IDHS sponsored training sessions is covered under the terms of the contract.

    Technical assistance requests are assigned to the IDHS staff member assigned to the particular area of the state.
  3. New Staff Training
    1. Site Administered Providers

      When new staff are hired to administer the Child Care Assistance Program, Site Administered providers must contact IDHS Child Care Provider and Community Training and Technical Assistance at (312)793-3610 to make arrangements for training staff to come to your site for new staff training. In addition, the new staff person will be added to the registration list for future group training sessions.
    2. CCR&R staff

      CCR&Rs must designate at least one staff member to provide new staff training. The CCR&R staff member must keep abreast of new policies and procedures by attending regularly scheduled IDHS training sessions.
