Item 78, Type of Benefit, describes the benefits received by each person listed on Form 552. Item 78 is used for all Cash cases, Assist, Moms and Babies, AABD Medical, RRA Medical, AATV and SNAP.

The following chart provides the category number(s) that corresponds to the description used in the PROGRAM(S) column of the Item 78 Charts. When the entry is 'All Programs', it means all of the programs listed below.

Enter one of the following codes for each person on Form 552.

FamilyCare Assist

Person whose unit income is equal to or less than the Family Health Spenddown Standard. Requires entry of Item 80 code 158 CI.

AABD Medical

Requires entry of Item 80 code 158 CI.

3 TANF, All Kids Assist,  Moms and Babies

TANF

Person receives Medical Only or Medical/SNAP. (Such as approving medical only in a cash case for a newborn baby.)

Assist or Moms and Babies

Newborn eligible for medical up to age one and unit income is less than or equal to the Family Assist standard.

4 TANF, AABD Cash,text deleted  FamilyCare Assist

Cash Cases

Person receives cash only (includes zero grant), cash and SNAP, or SNAP only (includes zero grant). Use to stop medical for an adult who fails to cooperate with medical support rights or child support enforcement.

Use to stop medical for an adult on a TANF or AABD cash case who fails to cooperate citizenship and identity documentation requirements. Suppress the centrally generated notice, and send Form 157 with the following message: "You did not provide proof of your identity or U.S. citizenship. PM 03-01"

FamilyCare Assist

Person receives no medical or receives only SNAP due to child support sanction imposed while receiving cash.

7 All Programs Person receives SNAP via this Form 552 and cash via another Form 552. This includes a person who receives cash in a presumptively eligible (PE) case and a payee not in the unit. Enter a cross-reference case ID number in Item 60.
8 All Programs Person receives SNAP via this Form 552 but does not receive cash. This includes a person in a Medical case or included in a pending Cash application, and a payee not in the unit. For a Medical client or a person in a pending application case, enter the cross-reference case ID number in Item 60. Also enter for persons in SNAP Only (Category 08) cases.
A FamilyCare Assist Person age 19 or over and unit income is above the Family Health Spenddown Standard but equal to or less than the FamilyCare Assist Standard. State administered insurance not available.
D TANF Stops medical for child on Norman case. Requires category 98 case ID in Item 60 and Item 80 code 173 NORMN.
F FamilyCare Assist Person age 19 or over and unit income is above the Family Health Spenddown Standard but equal to or less than the Family Assist Standard. State administered insurance available.
M AATV Asylum Applicant or Torture Victim.  Requires basic number beginning with the letter V and Item 80 code 321 PAT.
N Moms and Babies Infant under age one born to a Medicaid eligible woman who either did not meet immigration requirements or was incarcerated when infant was born, and unit income is above the Family Assist Standard but equal to or less than the  Moms and Babies Standard. Use P if mother met immigration requirements and was not incarcerated when infant was born.
P Moms and Babies Pregnant woman, or infant under age one born to a Medicaid eligible woman, and unit income is above the Family Assist Standard but equal to or less than the Moms and Babies Standard. Use code N if mother did not meet immigration requirements or was incarcerated when infant was born.
R All Kids Assist Unit income is above the Family Assist Standard but equal to or less than 133% of the FPL.
X All Programs Payee (RPY, RPN, or TEMP) does not receive cash, medical, or SNAP on this Form 552. Requires entry of code 25 in Item 62.

Changing a Person's Benefit Status

To change Item 78 from a dash or 4 to a 7 or 8, or from a 7 or 8 to a dash or 4, process a TA 34/TAR 03. For complete instructions on changing a person's benefit status, see WAG 18-04-12 or WAG 18-04-13.
