Framework Vision
The goal of the Framework is development of an integrated and efficient healthcare and human services delivery system that provides "No Wrong Door" access to high-quality services, using convenient locations and channels of entry for Illinois residents seeking services.
Within this goal are six objectives:
- Expedite and simplify access to services
- Streamline administration and data sharing
- Return the focus of frontline staff to casework
- Maximize federal funding for qualifying programs and services
- Enhance planning capacity, program evaluation and fraud detection/prevention
- Simplify service reporting and other business interactions
Framework Partners
The State of Illinois is working collaboratively across seven State agencies to develop a common vision for the Framework project:
- Department on Aging
- Department of Children & Family Services
- Department of Commerce and Economic Opportunity
- Department of Employment Security
- Department of Healthcare & Family Services
- Department of Human Services
- Department of Public Health
The State is also working with community providers, advocates and service recipients through its Stakeholder Engagement Project. Nearly 6,700 observations and recommendations have been gathered via a series of town hall conversations and focus groups. Business Drivers
In order to achieve the Framework vision, the State plans to address these key business drivers:
- Improved customer service and outcomes
- Modernized and integrated state technology
- Mitigation of risks in system improvements
- Improved operational efficiencies, despite shrinking staffing and budgetary pressures
- Enhanced planning capacity, program evaluation and fraud detection/prevention
- Simplified service reporting for contracted providers
The Framework will be customer-centered and outcome-oriented, accountable, innovative and flexible, informed by best practices, efficient and cost-effective, and integrated. It will also ensure client confidentiality.
Key Activities Performed To-Date
Over the past several months, the Framework project completed the following major activities:
- Secured the active support of the Governor's Office and Agency Directors.
- Established a Project Governance Board, representing all the partner agencies, which meets biweekly and established the Framework's vision, guiding principles, goals and objectives.
- Outlined the entities, personnel and process for an expanded governance board for the planning phase, which includes stakeholders in the public and private sectors.
- Conferred with other states pursuing similar solutions, to learn about their system designs and benefit from their experience.
- Held 25 listening tour events across Illinois, including 14 town hall conversations, three of which were virtual, and 11 focus groups. These events will inform Framework planning, and are expected to continue throughout 2012.
